
Up to the present, a center-based education model has been the main education model promoted in Turkey . 25 percent of children in the 4 to 6 age group, and only 32 percent of the children in the 5 to 6 age group are able to benefit from preschool education institutions of the Ministry of National Education, and the Social Services and Child Protection Agency.
Preschool education does not reach children in rural areas or in squatter areas that are highly populated (Agri 4.2%, Sanliurfa 11%, Sirnak 17.23%; Ministry of National Education, 2006); year after year, millions of children are denied the right to reach their full potential.
Turkey has one of the lowest levels of preschool education coverage of any lower- or middle-income country. Even if the targeted enrollment rate for 2005, which is 25 percent, is met, this rate will still be lower than that of lower-middle income countries, where the average rate of enrollment is 36 percent. |
